Although the construction of <br />this project will be 100% funded by Federal ARRA funds, there are various work items, <br />primarily utility lines and other related improvements that only benefit adjacent properties. <br />These improvements do not qualify for ARRA funds and are referred to as non- <br />participating work. Adjacent property owners that will benefit by the non-participating work <br />include La'i'opua 2020, the Department of Hawaiian Home Lands, Queen Lili'uokalani <br />Trust, and Forest City. The property owners have agreed, through a Memorandum of <br />Agreement, to pay for their share of non-participating work. <br /> <br />Due to the urgency of this project, the Department of Public Works humbly request a <br />waiver from the Finance Committee and to have this bill heard at the next Council meeting <br />scheduled for January 22, 2010.
