REQUEST: <br /> <br />Appropriate $3.5 million for construction of various non-participating work items for the Ane Keohokalole <br />Highway Project also know as the Mid-Level Road project. <br /> <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br />Although the construction of this project will be 100% funded by Federal ARRA funds, there are various work <br />items, primarily utility lines and other related improvements that only benefit adjacent properties. These <br />improvements do not qualify for ARRA funds and are referred to as non-participating work. Adjacent <br />property owners that will benefit by the non-participating work include La'lopua 2020, DHHL, Queen <br />Liliuokalani Trust and Forest City. The property owners have agreed, through an MOA, to pay for their <br />share of non-participating work. For contracting purposes, we are including all non-partucipating work items. <br />However, should a property owner fail to provide payment, we will deduct their work from the contract <br />through a change order. <br /> <br />We are requesting to waive hearing this Bill at the Finance Committee (none left in Janurary, 2010) and <br />proceed directly to Council on January 2,2, 201Q as the project is urgent. <br /> <br />SIGNED: <br /> <br />~~ <br /> <br />~partmentHead <br /> <br />DATE: G~Ji1) lD <br />
