TIME: 4:06 P.M. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> I <br /> Your Committee on Public Safety and Parks and Recreation, to which was referred Bill No. 181, reports <br /> as follows: <br /> <br /> Bill No. 181, transmitted by Council Member Brenda J. Ford, via Communication No. 638, dated <br /> December 2, 2009, amending Chapter 14, Article 1, of the Hawaii County Code 1983 (2005 Edition), as <br /> amended, relating to consumption of intoxicating liquors at parks, by removing Kahalu`u Beach Park, <br /> Magic Sands Beach Park, and Pdhoehoe Beach Park from Section 14-2.2, (a) (2) North/South Kona list of <br /> ! areas allowing intoxicating liquors between the hours of 10:00 a.m. and 10:00 p.m., and adds them to <br /> Section 14-2 (a) (2), areas requiring permits for intoxicating liquors between the hours of 10:00 a.m. and <br /> 10:00 P.M. <br /> <br /> ~I Hawal I County Prosecuting Attorney Jay Kimura expressed his appreciation and support for this <br /> measure. Mr. Kimura's department has had to address problems such as fights, harassment, disorderly <br /> j conduct, etc.; however, driving under the influence is of greatest concern. <br /> <br /> Ocean Safety Captain Christopher Stelfox came and testified in support of this measure based upon the <br /> numerous incidents his ocean safety officers have encountered at Kahalu`u Beach Park, Magic Sands <br /> Beach Park, and Pdhoehoe Beach Park. <br /> <br /> Mr. Wayne Braden testified on this measure and stated that when people are out and about drinking, no <br /> one thinks about delegating a designated driver.
