RESOLUTION NO. 258 98 <br />RESOLUTION AUTHORIZING THE MAYOR .OF THE COUNTY OF HAWAI'I OR, IN <br />HIS ABSENCE, THE.MANAGING DIRECTOR OR AUTHORIZED REPRESENTATIVE' <br />TO EXECUTE AND SUBMIT THE 1998 -ACTION PLAN AND ALL OTHER RELATED <br />DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING.AND URBAN <br />'DEVELOPMENT FOR THE 1998.COMMUNITY DEVELOPMENT BLOCK GRANT, HOME <br />INVESTMENT PARTNERSHIPS, AND EMERGENCY SHELTER GRANTS PROGRAMS. <br />WHEREAS, the County of Hawaii is a direct recipient of <br />federal Community Development Block Grant (CDBG) Small Cities <br />Programfunds from the United States.Department of.Housing and <br />Urban Development ` (HUD)' ; ' and <br />:WHEREAS, it.is required.by,HUD that, before the County of <br />Hawai`'i receives its 1998.CDBG°allocation, the County submit an <br />Action Plan as contained in the.Consolidated Plan; and <br />WHEREAS; the County is a State recipient of HOME Investment. <br />Partnerships (HOME) and Emergency Shelter Grants (ESG) funds.and, <br />therefore, is not required to address these programs in its <br />Consolidated Plan. The County.has, for informational purposes, <br />included its proposed 1998 projects for the HOME and ESG funds; <br />and <br />WHEREAS, the Action Plan shall include the projects and <br />activities that -will be carried -out with the County's 1998 CDBG, <br />HOME and ESG allocations to meet .the goals and objectives as <br />described in the Consolidated Plan; and <br />WHEREAS, the Consolidated Plan contains the County's 1998 <br />Action Plan for $21.164,500:for its 1998 CDBG program.year; <br />$963,000 for the 1998 HOME Program and $61,413 for its 1998 ESG <br />programs; and. <br />WHEREAS, the 'primary objective of the CDBG Program is the. <br />development of viable communities by providing decent -housing, <br />suitable.living.environments and expanding economic <br />opportunities, principally for persons of low and moderate <br />income; and <br />WHEREAS, the general purpose of the HOME Program is to'' <br />..,expand the supply of decent and affordable housing for low and <br />very low income persons, to enable local design and,strategie's <br />for developing housing, to provide financial and technical <br />assistance for housing to.the states,.and develop <br />public/private/non-profit partnerships; and <br />WHEREAS, the purpose of the ESG Program is to make <br />additional emergency shelters available, and to meet the costs of <br />_operating emergency shelters.and providing essential social <br />services to homeless individuals and. <br />Q770h.Dm1 <br />
