HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM: <br />The HOME program was created by the Federal <br />government under Title II of the National <br />Affordable Housing Act of 1990. The HOME program <br />is a housing program that provides grants to the <br />State since 1992. The County receives <br />approximately $963,000 per...year from the State of <br />Hawaii. <br />The general purpose of the HOME program is to <br />_..expand the_supply_:of decent and affordable housing <br />for low- and very -low income persons, to.enable <br />local design and strategies for developing <br />housing, to provide financial and technical <br />assistance for housing to the states, and develop.__ <br />public/private/non-profit partnerships. <br />The County distributes its HOME allocation through <br />a Request for Proposal (RFP).process. This <br />competitive process is intended to ensure that the <br />projects funded by the County are consistent with <br />the County's priorities as contained in the <br />Consolidated Plan, are eligible for HOME funds and <br />can be implemented in a timely.manner. <br />In order to meet the strategies and priorities <br />stated in the. Housing and Community Development, <br />Strategic Plan section of the Consolidated Plan <br />the County has developed the following priorities <br />for the HOME Program: <br />HOME PRIORITY 1: Assist very low -,low-, and <br />moderate -income renters by increasing the <br />supply of affordable rental units and <br />providing rental assistance. <br />
