t
policies of action to address those needs,
and to identify strategies, programs -and
resources for achieving them.
b. HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM:
The HOME program was created by the Federal
government under Title II of the National
Affordable Housing Act of 1990. The HOME program
is a housing program that provides grants to the
State since 1992. The County receives
approximately $963,000 per...year from the State of
Hawaii.
The general purpose of the HOME program is to
_..expand the_supply_:of decent and affordable housing
for low- and very -low income persons, to.enable
local design and strategies for developing
housing, to provide financial and technical
assistance for housing to the states, and develop.__
public/private/non-profit partnerships.
The County distributes its HOME allocation through
a Request for Proposal (RFP).process. This
competitive process is intended to ensure that the
projects funded by the County are consistent with
the County's priorities as contained in the
Consolidated Plan, are eligible for HOME funds and
can be implemented in a timely.manner.
In order to meet the strategies and priorities
stated in the. Housing and Community Development,
Strategic Plan section of the Consolidated Plan
the County has developed the following priorities
for the HOME Program:
HOME PRIORITY 1: Assist very low -,low-, and
moderate -income renters by increasing the
supply of affordable rental units and
providing rental assistance.
