HOME PRIORITY 2: To address the shelter <br />needs of homeless persons by providing <br />transitional housing and to increase the <br />supply of supportive housing to significantly <br />benefit "non -homeless special needs <br />population. <br />HOME PRIORITY 3:_ To preserve existing <br />affordable housing stock, primarily through <br />rehabilitation activities. <br />HOME PRIORITY 4: Increase the supply of <br />affordable for -sale housing to benefit first- <br />time homeowners. <br />c. EMERGENCY -SHELTER GRANTS (ESG) PROGRAM: <br />The ESG program was created by,Federal government <br />under the Stewart B. McKinney Homeless Assistance <br />Act of_1988. The ESG program„provides,funds to_ <br />the State, who in turn, distributes the funds to <br />the.neighbor'island counties. <br />The purpose of the ESG program is to make <br />additional emergency shelters available, and to <br />meet the costs of operating emergency shelters and <br />providing essential social services to homeless <br />individuals. <br />The County distributes its ESG allocation through <br />a Request for Proposal (RFP) process. This <br />competitive process is intended to ensure that the <br />projects funded by the County are consistent with <br />the County's priorities as contained in the <br />Consolidated Plan, are eligible for'ESG funds and <br />can be.implemented in a timely manner. <br />In order to meet the strategies and priorities <br />stated in the Housing and Community Development <br />Strategic Plan section of the Consolidated Plan <br />the County has developed the following priorities <br />for the ESG Program: <br />- 4 98 Consol/3-9-98 <br />
