<br />/. <br />I <br />! <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />i <br />! <br />I <br />i <br />I <br />I <br />! <br />i <br />I <br />I <br /> <br />Public Notice #1 <br />Page 5 <br /> <br />Priorities for <br />Priority 1 <br /> <br />Priority 2 - <br /> <br />Priority 3 - <br /> <br />Priority 4 - <br /> <br />Priority 5 - <br /> <br />HOME Program: <br /> <br />. <br /> <br />. <br /> <br />the CDBG Program funds are as follows: <br />Public Facility, Infrastructure Improvement, <br />Accessibility. <br />Economic Development Priority - To promote the <br />retention of or creation of jobs for low and moderate <br />income persons. <br />Support Priorities of Other Federal Programs (HOME, <br />Emergency Shelter Grants, Housing Opportunities for <br />Persons With AIDS, Section 202, Section 811, Homeless, <br />etc. ) <br />Public Service Priority - To maintairi and improve <br />public services. <br />Planning Priority - Anticipate the housing and <br />community development needs of the County. <br /> <br />The HOME Program was created under Title II (the HOME Investment <br />Partnership Act) of the National Affordable Housing Act of 1990. <br />The purpose of the HOME Program is --to expand the supply of <br />decent, safe, sanitary and affordable housing for very low and <br />low income person. <br /> <br />Range of Eligible Activities for the use of HOME Program funds: <br />* Development hard costs defined as the actual cost of <br />constructing or rehabilitating housing. <br />* Acquisition costs. <br />* Related soft costs defined as other reasonable and necessary <br />costs incurred and associated with the financing, or . <br />development (or both) of new construction, rehabilitation or <br />acquisition of housing assisted with HOME funds. <br />* Relocation costs. <br />* Cost related to tenant-based rental assistance. <br /> <br />Applicants applying for HOME funding are required to match for <br />every $1.00 of federal HOME funds expended for the project with <br />at least $.25 of eligible matching funds. <br /> <br />Priorities for <br />Priority 1 - <br /> <br />Priority 2 - <br /> <br />Priority 3 - <br /> <br />CP PLAN <br /> <br />the HOME Program funds are as follows: <br />Rental Housing Priorities - Assist extremely low <br />and moderate-income renters by increasing the <br />supply of affordable rental units and providing <br />rental assistance. <br />Homeless Priorities - To address the shelter needs <br />of homeless persons by providing transitional <br />housing. <br />Existing and Preserving affordable housing stock, <br />primarily through rehabilitation activities. <br /> <br />-11- <br /> <br />CDBG/4809C/10-28-97 <br /> <br />-~-~-----. - ~----~ <br />
