McKinney Homeless Assistance Act, provides funds to <br />finance the rehabilitation or conversion of existing buildings <br />for use as emergency shelters. It also authorizes, on a limited <br />basis, the paYment of certain operating and social service <br />expenses connected with running emergency shelters, as well as <br />paYment for Homeless Prevention Programs associated with <br />emergency shelters, such as, short term financial assistance to <br />individuals and families. <br /> <br />In order to be eligible for ESG Program funds, applicants must, <br />at a minimum, <br /> <br />* Be a public or private nonprofit entity certified under <br />Section 501(c) (3) of the Internal Revenue Code of 1954, as <br />amended. If the private nonprofit entity is primarily a <br />religious organization, the organization must agree to provide <br />all homeless services in a manner that is free from religious <br />influences. . <br />* Have an operating emergency shelter 'for the homeless or will <br />be using ESG Program funds to renovate, rehabilitate, or <br />convert a building for use as an emergency shelter for the <br />homeless. <br /> <br />Range of Eligible Activities for the use of ESG Program funds: <br />* Renovation, major rehabilitation, or conversion of buildings <br />for use as emergency shelter for the homeless. <br />* Provision of essential services to the homeless. <br />* PaYment of maintenance, operation, insurance, utilities, and <br />furnishings. <br />* Developing and implementing homeless prevention activities. <br /> <br />Priority 2 - <br /> <br />the ESG Program funds are as follows: <br />Homeless Housing Priorities - To address the <br />shelter needs of homeless persons by providing <br />emergency shelter and/or transitional housing. <br />Homeless Support priorities - To help low income <br />families and individuals avoid becoming homeless. <br /> <br />Priorities for <br />Priority 1 - <br /> <br />CP PLAN <br /> <br />-12- <br /> <br />CDBG/4809C/10-28-97 <br /> <br />---._------~.._------_._~---- - <br />
