COUNTY OF HAWAII <br />RESOLUTION NO. 306 10 <br />STATE OF HAWAII <br />A RESOLUTION URGING THE HAWAII STATE DEPARTMENT OF <br />TRANSPORTATION TO INSTATE A VOLUNTARY DONATION FOR PRIVATE <br />AIRCRAFT PARKING AT HILO AND KONA INTERNATIONAL AIRPORTS TO BE <br />PAID INTO THE HEALTHCARE SYSTEM THROUGH A DESIGNATED <br />COMMITTEE CONSISTING OF MEMBERS SELECTED FROM THE MEDICAL <br />PROFESSION. <br />WHEREAS, we need a process through which we can interact with our visitors on an <br />elevated social and economic level; and <br />WHEREAS, the financial condition of our medical infrastructure is consistently and <br />often dangerously stressed; and <br />WHEREAS, many people that travel to visit Hawaii Island or to take residence on a <br />part-time basis are likely unaware of the urgent needs of our Island healthcare system, and this <br />lack of knowledge prevents those people from being a vital part of the solution and thus our <br />community; and <br />WHEREAS, the private sector of this island is increasingly represented by visitors; and <br />WHEREAS, many if not all of these visitors would choose to contribute to the island's <br />medical well being if the opportunity to do so is provided in a convenient, user - friendly <br />environment; and <br />WHEREAS, a voluntary parking donation, consistent with the value of the service <br />provided, imposed on visiting private aircraft belonging to property owners and visitors could be <br />an appropriate method to provide a means through which a contribution could be made; and <br />WHEREAS, private aircraft does not include large -scale commercial passenger and <br />cargo aircraft, any aircraft operated by or for the government of this or any country, any aircraft <br />operated by a registered non - profit organization of this or any country, or any small -scale local <br />commercial aircraft, such as helicopter or charter operations; and <br />WHEREAS, that donation has been determined to be $2500 per day; and <br />WHEREAS, the Hawaii State Department of Transportation has initially indicated that <br />there does not appear to be any legal impediments relating to the creation of a fundraising <br />program for our Island Healthcare system; now, therefore, <br />
