We, the citizens of South Kona and Ka'u have suffered for years from a lack of County services due to the <br /> County's refusal to provide infrastructure and a safe and healthy living conditions in our districts as <br /> mandated by the Hawaii State Constitution. For the last eighteen years Hawaii County has been beset by <br /> drought conditions and yet the County is presently threatening, through proposed Bill 189, to reduce our <br /> ability to acquire water from public spigots, installed expressly for our residential use, to levels below what <br /> is needed for the basic maintenance needs of our families to drink, cook and bathe. <br /> This proposal is unacceptable.
