CIVIL DEFENSE AGENCY <br /> CIVIL DEFENSE <br /> Program Objectives <br /> 1. Continue the priority of working with all segments of the community in developing <br /> emergency- response plans. <br /> a. Work with the public sectors in hazard /risk awareness and response preparedness. <br /> Continue to review and update Police, Public Works, Fire, and Parks Standard <br /> Operating Guidelines (SOGs). <br /> b. Continue to coordinate and participate in emergency preparedness exercises, drills <br /> and training. <br /> c. Continue to coordinate and participated in training for emergency response. <br /> 2. Improve Civil Defense public notification systems. <br /> a. Expand the use of the City Watch notification system for other Departments in the <br /> County. <br /> b. Install back -up generators for Commercial Radio Stations. <br /> c. Continue growth of the "Talisman" text messaging notification system. <br /> d. Implement Civil Defense message and emergency road closure hotlines. <br /> e. Implement an email emergency message notification subscription service. <br /> 3. Develop electronic systems for more efficient communication with State Civil <br /> Defense, other emergency management partners, and County Departments. <br /> a. Initiate the use of Microsoft SharePoint as a common platform for electronic <br /> document collaboration <br /> 4. Continue to work with Department of Education, American Red Cross and State Civil <br /> Defense regarding new facilities being designated as emergency shelters, and <br /> proposed facility upgrades to expand our shelter program. <br /> 5. Continue to administer the Department of Homeland Security Grant Program for the <br /> County of Hawai'i administered by the State Civil Defense Agency. <br /> a. Using Homeland Security funds assist the Hawai'i State Dept. of Health (DOH) <br /> develop a pandemic awareness program, develop and execute pandemic related <br /> training, and improve DOH's on- island laboratory facilities. <br /> 6. Continue to review and update tsunami evacuation maps, and provide updates to <br /> appropriate departments and agencies on an annual basis. <br /> 7. Upgrade and repair existing sirens, and install new sirens in accordance with State <br /> Civil Defense CIP Funding plan and through private subdivision developers. <br /> 18 <br />
