COUNTY OF HAWAII <br />7, <br />RESOLUTION NO. 310 10 <br />STATE OF HAWAII <br />A RESOLUTION TO FURTHER NOTIFY THE STATE DEPARTMENT OF <br />TRANSPORTATION ABOUT THE KOHANAIKI BEACH PARK INTERSECTION <br />SAFETY HAZARDS. <br />WHEREAS, the Hawaii County Council adopted Resolution No. 241 -09 on October 21, <br />2009; and <br />WHEREAS, Resolution No. 241 -09 included the following requests to and <br />recommendations for the Hawaii State Department of Transportation: <br />1. That all subsequent State Department of Transportation planning interface with <br />Hawaii County planning before implementation of any facilities on Hawaii <br />Island. <br />That Huliko`a Drive intersection remain a full- movement intersection in the <br />design of the Queen Ka`ahumanu Highway Phase II Widening. <br />3. That the access to the shoreline at Kohanaiki be studied to determine whether <br />modifications can be made to allow for a full movement intersection; and <br />WHEREAS, to date there has been no response to those requests; and <br />WHEREAS, the Kohanaiki beach park intersection is north of Kailua -Kona and the <br />majority of the park's users approach the access point from the south; and <br />WHEREAS, users approaching from the south are presently required to engage in <br />dangerous maneuvers in order to gain access to the park; and <br />WHEREAS, these motorists consequently place themselves and their passengers, as well <br />as other drivers and their passengers, at extreme risk; and <br />WHEREAS, all the paving requirements to provide safe access are in place; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />State Department of Transportation be placed on notice that if this situation is not corrected, <br />serious injuries or fatalities involving citizens of this county or our visitors may occur due to <br />blatant disregard to accepted principles of safety. <br />
