Requesting a resolution to authorize the Mayor to enter into an agreement with the State Department of <br />Labor and Industrial Relations (DLIR) to receive Special SCSEP federal grant funds received by the State <br />from the U S. Department of Labor's Appropriation Act of 2009 (Public Law 111 -117, Title VIII) for the Senior <br />Communtiy Service Employment Program (SCSEP) in Hawaii County dba the Senior Training and <br />Employment Program (STEP). <br />2 Requesting a bill for an ordinance: <br />Appropriation. SCSEP - Special Funds - SW $79,000.00 for Senior Training and Employment Program <br />SCSEP - Special Funds - OCE $5,600.00 <br />Revenue $84,600 00 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The Hawai'i County Office of Aging is awarded grant funds every year from the DLIR for SCSEP, which is <br />then contracted out to STEP. Accountability and transparency are key components of these SCSEP Special <br />Funds and therefore the funds must be tracked separately from regular SCSEP grant funds. These Special <br />Funds will enable STEP to continue serving the nine (9) seniors added last year under the American <br />Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111 -05) through June 30, 2011. Without these <br />Special Funds, the nine (9) seniors currently participating in STEP under ARRA will be terminated in May <br />2010 <br />To ensure uninterrupted participation in the STEP by these nine seniors, a waiver from Finance Committee <br />is requested and to have the Resolution and Bill be heard at the March 17, 2010 Counsel meeting, <br />SIGNED dry <br />Department Head <br />DATE: 02/24/10 <br />
