Ordinance No. 08 -64, as amended by Ordinance No. 09 -13 and Ordinance <br /> No. 09 -102, is further amended by amending SECTION 3 to read as follows: <br /> "SECTION 3. This ordinance shall sunset [oar— after-] on September <br /> 4, 2010, or upon the opening of the Haleki`i Street Extension for public use. <br /> Upon termination of the one -way restriction, the Haleki`i Street Extension <br /> extending four thousand feet eastbound from the Mamalahoa Bypass Highway <br /> will be closed to public traffic and will be available for emergency use only." <br /> SECTION 2. Material to be repealed is bracketed and stricken. New material is <br /> underscored. In printing this ordinance, the brackets, bracketed material and stricken <br /> material and underscoring need not be included. <br /> SECTION 3. If any provision of this ordinance, or the application thereof to any <br /> person or circumstance, is held invalid, such invalidity shall not affect other provisions or <br /> applications of the ordinance which can be given effect without the invalid provision or <br /> application, and to this end, the provisions of this ordinance are declared to be severable. <br /> SECTION 4.
