A condition of approval will require the <br /> applicant notify prospective purchasers. tenants or lessees of the I lawai'i Right to Farm <br /> Act. Therefore, the reclassification of this 1 646 -acre area from the Agricultural to the <br /> Urban designation will not he detrimental to the reduction of this area from the <br /> agricultural land inventory in the County of I- Iawai'i. Furthermore, an Urban <br /> classification would complement the existing and future land use pattern of the <br /> surrounding area in view of the urban uses already in existence in close proximity to the <br /> property. <br /> Based on the above, the approval of the State Land Use Boundary Amendment <br /> from the Agricultural to the Urban District complements the State Land Use District <br /> Regulations and County General Plan and is supportive of the Hawai`i State Plan. <br /> Change of Zone <br /> The applicant requests a Change of Zone from Agricultural - 20 acres (A -20a) to <br /> Limited Industrial - 20,000 square feet (ML -20) for approximately 1.646 acres of land <br /> The applicant intends to expand the existing greenhouse and nursery supply outlet facility <br /> allowed under Special Permit No. 931 to allow the sale of retail garden supplies, tools, <br /> plants and related nursery supplies. As such, the applicant wishes to reclassify and rezone <br /> the parcel to a more appropriate zoning district rather than seek an amendment to the <br /> Special Nana. Proposed improvements include: <br /> • a new 5,000 square foot storage building with a 20 -foot overhang to provide 2.000 <br /> square feet of additional outside covered storage and parking arca <br /> . • additional parking stalls for a total of 17 standard and one handicapped parking <br /> stall <br /> • paving. as required on the site <br /> The applicant has submitted a concurrent request for a State Land Use Boundary <br /> Amendment from an Agricultural to an Urban district. <br /> in order to consider an area for any type o zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. it is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br />
