However, a portion ol'the <br /> property is located in flood zone "A" which is a special flood hazard area inundated by <br /> the 100 -year flood. The applicant will submit a drainage study to the DPW. <br /> Additionally, conditions of approval will require that all development - generated runoff he <br /> disposed of on -site and not directed towards adjacent properties and that the applicant <br /> adhere to the requirements of Chapter 27, Floodplain .Management, of the Ha vai`i <br /> County Code for construction within the "A" flood zone. <br /> County water is available from an existing 8-inch waterline fronting the property <br /> along Ponahawai Street and an existing 12 -inch waterline within Komohana Street. The <br /> 12 -inch waterline is capable of providing the required 2,000 gallons per minute of water <br /> flow for lire protection for commercial land uses. The proposed request requires the <br /> installation of a reduced pressure type backflow prevention assembly within five feet of <br /> the existing water meter or any additional water meters. Conditions of approval will be <br /> included to address the Department of Water Supply's requirements. <br /> The property is currently not serviced by the County sewer system. The applicant <br /> proposes to dispose of wastewater by a septic system meeting the requirements of the <br /> Department of Health until a public sewer line is extended to the properties frontage <br /> along Ponahawai Street or Komohana Street. Solid waste will he disposed of by private <br /> contractor to the Hilo Landfill or other site designated by the Department of <br /> Environmental Management. Electrical and telephone services are available to the <br /> property. Police. fire and medical services are available less than two miles from the <br /> property. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statutes, <br /> relating to the Coastal Zone Management .Area. The subject property is located over <br /> one mile from the shoreline at an elevation of about 240 feet above sea level and is not in <br /> the Special Management Area. Therefore. the property will not he impacted by coastal <br /> hazards or affect beach erosion, coastal recreational resources, coastal ecosystems and <br /> marine resources. <br /> In view of the Hawaii State Supreme Court's "PAST I" and "Ka Pcr'akur 0 <br /> Ka 'A ino " decisions, the issue of native Hawaiian gathering and fishing rights must be <br /> addressed in terms of the cultural, historical, and natural resources and the associated <br /> traditional and customary practices of the site: • <br />
