TAI has submitted an application for a Change of Zone from a Single - <br /> Family Residential -- 7,500 square feet (RS -7.5) to a Multiple- Family Residential — 2,500 square <br /> feet (RM -2.5) zoned district for approximately 3.292 acres of land. The subject property is <br /> located at the end of I Iualalai Street, just west of the Hualalai Street / l tale Nani Street <br /> Intersection Waidkea, South Hilo, Hawaii TMK: 2 -4- 028:009. <br /> PROPOSED ACTION <br /> 1. Request: Change of zone from RS -7.5 to RM -2.5 for approximately 3.292 acres of land. <br /> 2. Proposed Development: The applicant is requesting a change of zone in order to <br /> develop 57 to 62 two -story attached townhouses. Based upon the size of the subject <br /> property the proposed RM -2.5 zoning would allow for the development of a maximum of <br /> 57 units; however, the applicant proposes to meet the requirements of Section 11 -8, <br /> Affordable Housing, Hawai`i County Code, in order to qualify for a 10% density bonus. <br /> This would allow for the development of an additional 5 units beyond what is allowed by <br /> the Zoning Code, for a total of 62 units. The applicant's preliminary plans are to develop <br /> approximately 47 units consisting of three - and two - bedroom units which would be about <br /> 1,200 square feet in size, and 10 to 15 units consisting of approximately 890 - square foot <br /> two - bedroom units and approximately 625 - square foot one - bedroom units. The <br /> development would also include common recreation /play areas, a swimming pool, on -site <br /> parking, and landscaping. (Planning Department (P.D.) Objective: The applicant believes the subject property's location close to Hilo's town <br /> center makes it an ideal urban infill development of higher density residential uses that <br /> will allow residents to walk or take public transportation to town rather than use a <br /> vehicle, thereby reducing greenhouse gas emissions. <br /> 4.
