' <br /> <br />COUNTY OF HAW:AI'<;;'S\fATE OF HAWAII <br /> <br />eo <br /> <br />, <br /> <br />RESOLUTION NO. 338 98 <br /> <br />A RESOLUTION REQUESTING THE OFFICE OF THE LEGISLATIVE AUDITOR <br />TO CONDUCT A SPECIAL STUDY OF THE HAWAII COUNTY POLICE <br />DEPARTMENT'S GRANT 96-DB-13 WITH THE STATE ATTORNEY GENERAL <br />AND GRANT 97-39 WITH THE DRUG ENFORCEMENT ADMINISTRATION OF <br />THE U.S. DEPARTMENT OF JUSTICE. <br /> <br />WHEREAS, on March 20, 24, 25 and April 23, 1997, the County Council through its 0 <br />Finance Committee conducted its mandatory review of all programs of the County <br />seeking funding for Fiscal Year 1997-98, pursuant to Section 3-16. Hawaii County <br />Charter and Rule 24 of the Hawaii County Council; and <br /> <br />WHEREAS, on June 2, 1997, the County Council adopted the Operating Budget for <br />Fiscal Year 1997-98 with an effective date of July 1, 1997; thereby favorably authorizing <br />the continuation of those programs included in the Operating Budget; and <br /> <br />WHEREAS, effective July 2, 1997, the County Council approved Resolution Nos. 94-97 <br />and 116-97, both of which authorized the County of Hawaii to enter into an agreement <br />with the United States of America for a Statewide Marijuana Eradication Grant and a <br />Domestic Cannabis Eradication/Suppression Program Grant (Grant 96-DB-13 and <br />Grant 97-39, respectively); and . ' <br /> <br />WHEREAS, Grant 96-DB-l3 involved the receipt of $ 108,294 from the State <br />Department of the Attorney General, which served as a pass-through agency for the U.S. <br />Department of Justice. The County, in accepting the federal funds, agreed to a match of <br />$36,098. The Project Period, with an extension, was from April 1, 1997 to June 30, 1998 <br />and <br /> <br />WHEREAS, Grant 97-39 involved the receipt of $195,000 from the Drug Enforcement <br />Administration of the United States Departnlent of Justice. No County funds were <br />committed. The Project Period, was from January 1, 1997, to December 31, 1997; and <br /> <br />WHEREAS, in compliance with the Single Audit Act Amendments of 1996 and OMB <br />Circular A-l33, a Single Audit Repo'rtfor the Fiscal Year Ended June 30,1997, was <br />conducted by the County Council's independent auditor. The Single Audit Report <br />included Grant 96-DB-13 and Grant 97-39 in its 'Schedule of Expenditures of Federal <br />Awards';'and <br />
