<br />. <br /> <br />. <br /> <br />.. <br /> <br />WHEREAS, because of the testimony received by the Council at its meetings held on <br />Resolution Nos. 94-97 and 116-97, the Council is desirous of conducting a special study <br />surrounding. specific. issues relevant to the implementation of these federal grant <br />programs; and <br /> <br />WHEREAS, the Council adopted Resolution 131-97, which established a policy under <br />which it would implement its own Rule 24 by setting forth the manner in which it would <br />conduct the Council's Independent Audit, the Mandatory Program Review and any <br />Expanded Research and Special Studies. The Resolution also sought to bring clarity to <br />the utilization of its own staff and budget resources for work tasks it requested either <br />individually or as a body. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br />HAWAII that it finds a special study of Grant 96-DB-13 and 97-39 is warranted after <br />considering the testimony received at its Committee and Council meetings. . <br /> <br />BE IT FURTHER RESOLVED that the scope and objectives of the special study shall be <br />as follows: <br /> <br />.1. Examine the effectiveness of each grant program by determining the <br />extent to which each grant program met its stated goals and objectives as <br />defined in Grant 96-DB-13 and 97-39. <br /> <br />2. Examine the expenditures of each grant program to determine whether <br />funds were spent in a manner consistent with the budgeted amounts stated <br />in the grants and whether the expenditures further the stated goals and <br />objectives of each grant and as authorized by the grantor. <br /> <br />3. Determine whether the County Police Department has complied with the <br />obligations of each grant. <br /> <br />4. Examine whether internal controls exist and are being complied with <br />regarding procedures used by the Police Department when confiscating <br />and disposing of marl juana or confiscating cash evidence as it relates to <br />the subject grants. <br /> <br />5.. Examine whether response and disposition procedures exist and are being <br />followed by the Police Department when handling public complaints of <br />aerial activities related to the subject grants. <br /> <br />6. Document the level of expenditures for each grant since 1994 and the level <br />of performance reported in each grant in order for the Council to analyze <br />possible grant trends. <br />
