Although the bids received were extremely competitive, the bid
amounts exceeded the funds that are available for the project. The bid was constructed
such that two elements of the project could be deducted in the event that sufficient funds
were not available. These elements included: (1) an additional chute intended to add
additional refuse capacity to accommodate future growth of the community or to collect
green waste or other commodities, and (2) a roof structure over the Recycling Center
area, designed to provide rain protection to facility users as well as to divert storm water
from recycling collection bins The roof structure would provide shelter for a recycling
compactor machine, the H15 redemption area, as well as the recyclables collection bins
Additionally, the roof is designed to collect rainwater for the facility's rainwater harvesting
system. Approximately $700,000 is needed to include these two elements in the award of
the project
With the consent of Councilmember Emily Naeole- Beason and the recommendation of
Planning Director Bobby Jean Leithead -Todd, the needed funding of $700,000 will be
coming from the Geothermal Relocation and Community Benefits Fund Program The
Geothermal Relocation and Community Benefits Fund Program was established for
the relocation of owner - occupants residing near the Puna Geothermal Venture's plant
and who want to be permanently relocated, and to fund expenditures for the benefit of
Lower Puna; including but not limited to, road improvements, water infrastructure
development, land acquisition, parks and recreational facility needs, civil defense and
/ mass transit improvements.
Call Q33>
Comr No. 7 (,,Lf
Ref.
