WHEREAS, landfills have a finite amount of space. The South Hilo Landfill is projected to reach maximum capacity within a few years. The Pu'uanahulu Landfill has more available air space at this time, but it will also reach capacity at some point in the future; and WHEREAS, landfills are expensive to maintain. They must comply with strict Department of Health (DOH) requirements while in service and must be monitored for at least 30 years after they are closed. The establishment of any waste disposal facility is controversial; and WHEREAS, Organic diversion programs like green waste collection sites diverts material out of the waste stream, preserves natural resources and prolongs the life of the landfills; and WHEREAS, the Hawaii County Council recognizes that the current Kealakehe Greenwaste facility services many residents of West Hawai`i; and WHEREAS, the Hawaii County Council recognizes the concerns expressed by West Hawai`i residents that approval of this multi -year contract may reduce or`eliminate the current Kealakehe facility as a green waste drop off facility for Kona Residents; and WHEREAS, the Council appreciates and see the value of continued operation at the Kealakehe facility as it will compliment the Pu'anahulu Greenwaste Collection facility; and WHEREAS, the Council would like to insure the public that the approval of this multi- • year contract will not eliminate or severely reduce the hours of operation at the Kealakehe facility. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWATI that'in accordance with Article X, Section 10 -11 of the Hawaii County Charter, the Mayor is hereby authorized to enter into a multi -year contract for services of furnishing and implementing green waste collection sites in West Hawai'i and East Hawai'i for the Department of Environmental Management and that sufficient funds be budgeted in future fiscal years to cover the anticipated obligation of the County under the terms of the agreement. BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Mayor, the Director of Environmental Management and the Director of Finance.
