WHEREAS, landfills have a finite amount of space. The South Hilo Landfill is projected <br /> to reach maximum capacity within a few years. The Pu'uanahulu Landfill has more available air <br /> space at this time, but it will also reach capacity at some point in the future; and <br /> WHEREAS, landfills are expensive to maintain. They must comply with strict <br /> Department of Health (DOH) requirements while in service and must be monitored for at least <br /> 30 years after they are closed. The establishment of any waste disposal facility is controversial; <br /> and <br /> WHEREAS, Organic diversion programs like green waste collection sites diverts <br /> material out of the waste stream, preserves natural resources and prolongs the life of the landfills; <br /> and <br /> WHEREAS, the Hawaii County Council recognizes that the current Kealakehe <br /> Greenwaste facility services many residents of West Hawai`i; and <br /> WHEREAS, the Hawaii County Council recognizes the concerns expressed by West <br /> Hawai`i residents that approval of this multi -year contract may reduce or`eliminate the current <br /> Kealakehe facility as a green waste drop off facility for Kona Residents; and <br /> WHEREAS, the Council appreciates and see the value of continued operation at the <br /> Kealakehe facility as it will compliment the Pu'anahulu Greenwaste Collection facility; and <br /> WHEREAS, the Council would like to insure the public that the approval of this multi- • <br /> year contract will not eliminate or severely reduce the hours of operation at the Kealakehe <br /> facility. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWATI that'in accordance with Article X, Section 10 -11 of the Hawaii County Charter, <br /> the Mayor is hereby authorized to enter into a multi -year contract for services of furnishing and <br /> implementing green waste collection sites in West Hawai'i and East Hawai'i for the Department <br /> of Environmental Management and that sufficient funds be budgeted in future fiscal years to <br /> cover the anticipated obligation of the County under the terms of the agreement. <br /> BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this <br /> resolution to the Mayor, the Director of Environmental Management and the Director of Finance. <br />
