REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: March 16, 2010 <br />PLACE: Sheraton Keauhou Bay Resort and Spa <br />78 -128 `Ehukai Street <br />Kailua -Kona, Hawaii <br />TIME: 2:10 p.m. <br />Council Chair and Members <br />Hawai`i County Council <br />Hilo, Hawai`i 96720 <br />Re: Comm. No. 741/Res. 312 -10 <br />Your Committee on Finance, to which was referred Resolution No. 312 -10, reports as follows: <br />Resolution No. 312 -10, transmitted by Director of Finance Nancy Crawford, via Communication <br />No. 741 dated March 3, 2010, authorizes the payment of funds of a later fiscal year and of more <br />than one fiscal year for a multi -year contract for greenwaste operations in West Hawai`i and East <br />Hawaii. <br />As the current contract is about to expire, the Department of Environmental Management intends <br />to issue a Request for Proposals (RFP) to continue these services at the current greenwaste site at <br />Hilo Landfill and to move the Kailua -Kona commercial greenwaste site to Pu`uanahulu. The <br />new RFP will allow options for acceptance of other organic materials like biosolids, paper, food, <br />and FOG's (fats, oils & grease) if and when funds for these services are available (to date, <br />responses to composting RFPs have not been affordable).
