No. 739 /Bill No. 217 <br />Your Committee on Finance, to which was referred Bill No. 217, reports as follows: <br />Bill No. 217, transmitted by Director of Finance Nancy Crawford, via Communication No. 739, <br />dated March 3, 2010, amends Ordinance No. 09 -65, as amended, the Capital Budget, ending <br />June 30, 2010, by adding the following project: <br />PUBLIC WORKS: <br />Kaumana Drive Flood Protection Project — <br />Federal 110.299.5292.72 [$191,000] $441 000 <br />Kaumana Drive Flood Protection Project — <br />County 110.299.5292.78 $350,000 <br />Funds for this appropriation increase shall be provided from: <br />Federal Grants Receivable $250,000 <br />General Obligation Bonds, Capital Projects Fund — <br />Fund Balance and/or Other Sources $350,000 <br />Under the provisions of the Watershed Protection and Flood Prevention Act; the County of <br />Hawaii, the United States Department of Agriculture Natural Resource Conservation Service <br />(NRCS), and the Waiakea and Mauna Kea Soil and Water Conservation District desire to <br />develop flood protection structures along Kaumana Drive for the Wailuku - Alenaio Watershed. <br />Earlier this year, NRCS provided $191,000 towards the estimated costs of engineering and <br />design surveys, and now an additional $250,000 is provided to complete design work. County <br />funds are required to replace a culvert on Wilder Road, as it is not in the Wailuku - Alenaio <br />Watershed, and for FEMA Conditional Letter of Map Revision (CLOMR) for the entire project. <br />Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br />for that year with a two- thirds vote. <br />Department of Public Works Civil Engineer Galen Kuba was present to answer any Council <br />Member questions. <br />FC Rept.
