DEPARTMENT OF PUBLIC WORKS <br />COUNTY OF HAWAII <br />HILO, HAWAII <br />DATE: March 29, 2010 <br />TO: BJ Leithead Todd, Planning Director <br />FROM: Department of Public Works <br />SUBJECT: CHANGE OF ZONE APPLICATION (REZ 10-000117) <br />Applicant: Wailani Development, LLC <br />Request: Project District (University Terrace) to Project District (Wailani) <br />Tax Map Keys: 2-3-44:019, 2-3-49:053, & 2-3-37:001 <br />We have reviewed the subject application forwarded by your memo dated January 27, <br />2010 and offer the following comments for your consideration. <br />All development -generated runoff shall be disposed of on site and not directed toward any <br />adjacent properties. A drainage study shall be prepared and the recommended drainage <br />system shall be constructed meeting the approval of the Department of Public Works. <br />Portions of the subject properties are located within Flood Zone AE and A as designated <br />on the Flood Insurance Rate Map (FIRM) by the Federal Emergency Management Agency <br />(FEMA). Flood Zone AE is the Special Flood Hazard Area inundated by the 100 -year flood <br />where base flood elevations have been determined, whereas within Flood Zone A. base <br />flood elevations have not been determined. Any construction within either of the FEMA <br />designated flood zones shall comply with the requirements of Chapter 27, Floodplain <br />Management, of the Hawaii County Code. <br />The Zoning Map (Ordinance No. 187) classifies Mohouli and Kornohana Streets as <br />arterials with right-of-way widths of 80 feet, generally (Komohana varies from 80' to 95'), <br />Direct access onto these arterial streets shall be prohibited, exclusive of permitted road <br />lots. Condition T of Ordinance No. 04 144 is still applicable. <br />Streets within the subject development should be built to dedicable standards including <br />concrete curbs, gutters, and sidewalks. <br />Install streetlights and traffic control devices as may be required by the Traffic Division, <br />Department of Public Works. The applicant shall be responsible for the design, purchase, <br />and installation of such devices, <br />
