The Honorable I Yoshimoto, Chairman <br />and Members of the County Council <br />Page 6 <br />noise. Additionally, the Planning Department's landscaping requirements will further <br />minimize the effect of lighting, noise, odors and dust by providing buffers along the <br />project site perimeter, as required. <br />The Project District will be provided with all essential utilities and services. The <br />applicant is required to enter into a Water Development Agreement with the County <br />Water Board in order to provide water to the site for the proposed development. The <br />agreement will identify source, transmission, storage and booster pump facilities that the <br />applicant may be required to construct. Similarly, the applicant is required to provide a <br />sewer study and any facilities required by the Department of Environmental Management <br />to connect the development to the County sewer system. Electrical and telephone <br />services can be made available to the project site. Many public services, such as parks, <br />schools, police and fire are available and adequate to serve the project site. <br />The primary access will be from the planned Ponahawai Street extension. <br />Therefore, it should be pointed out that the basis for supporting this request is that <br />approval of this Project District would facilitate the completion of the Ponahawai Street <br />extension; thus, improving the negative traffic implications if the project were granted <br />without the condition to construct the roadway in its entirety. A condition of approval is <br />included that would require the Ponahawai Street extension to be constructed from <br />Komohana Street to Mohouli Street within 10 years of the effective date of the ordinance <br />approving the request. In addition to constructing the Ponahawai Street extension, a <br />condition of approval will require the applicant provide further traffic impact analysis <br />reports and construct any improvements required by the Department of Public Works as <br />the project is developed. In addition to construction of the Ponahawai Street extension, <br />this will provide further traffic mitigation for the project's impacts on the surrounding <br />area, community and region. <br />The applicant is proposing to connect to the existing streets to the north of the site <br />for emergency vehicle access only. These narrow streets dead-end at the project site and <br />are located within established single-family residential neighborhoods. According to the <br />applicant, these residents have expressed concern with opening these streets to through <br />traffic for non -emergency vehicle access. Therefore, a condition of approval will require <br />that these streets be used for only emergency -vehicle access. <br />In addition, the Planning Department will review an overall master plan and site <br />plans for each phase of development to ensure the following: <br />
