Kenoi <br />Mayor <br />April 20, 2010 <br />J Yoshimoto, Council Chair and <br />Members of the Hawaii County Council <br />Hawaii County Council <br />25 Aupuni Street <br />Hilo, Hawaii 96720 <br />Re: Operating Budget <br />The Geothermal Relocation and Community Benefits Fund Program was established for <br />the relocation of owner - occupants residing near the Puna Geothermal Venture's plant and <br />who want to be permanently relocated, and to fund expenditures for the benefit of Lower <br />Puna; including but not limited to, road improvements, water infrastructure development, <br />land acquisition, parks and recreational facility needs, civil defense mass transit <br />improvements. Expenditures of this fund are to be made in accordance with appropriations <br />adopted by the Hawai'i County Council after receiving recommendations from the Planning <br />Director. <br />Council Member Emily Naeole- Beason has requested that $350,000 of Geothermal <br />Relocation and Community Benefits funds be used towards the paving of the Opihikao <br />(Kama'ili) Road. Planning Director BJ Leithead Todd has given her recommendation <br />towards this project. <br />Enclosed is a bill for an ordinance to amend the Operating Budget and appropriate the <br />Geothermal Relocation and Community Benefits funds for improvements to the Opihikao <br />( Kama'ili) Road. These monies will be transferred into the Capital Projects Fund for this <br />project which has already been appropriated in the Capital Budget. <br />To help expedite this project, the Department of Public Works requests that this bill be <br />waived from the Finance Committee and heard at the May 5, 2010 Council meeting. <br />If there are any questions, please do not hesitate to call the Department of Public Works. <br />C <br />Nancy E.
