DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br /> 9. Subject Property: The subject property is approximately 5.275 acres in size and is <br /> roughly rectangular in shape. There is an existing single - family dwelling and coffee fann <br /> located on the mauka portion of the property. <br /> 10. Surrounding Zoning and Land Uses: The properties immediately to the north were <br /> rezoned from A -5a to FA -2a in August of 1999 (Ordinance No. 99 -86) and consists of a <br /> dwelling and small -scale fanning. The property to the northeast was also rezoned from <br /> A -5a to FA -2a in August of 2002 and is currently undeveloped. Further north and south <br /> of the property are lands zoned A -5a and in mixed residential, coffee cultivation, and <br /> pastoral uses. Further east, are lands zoned A -5a and A -la, which are also in mixed <br /> residential - agricultural uses. The Keauhou Uka Subdivision (19 loth), which consists of <br /> lots zoned RS -10, lies to the west of the subject property. The Kuakini Heights <br /> Subdivision (106 lots), which consists of lots zoned RS -10, is situated further northwest. <br /> 11. USDA Soil Survey: Punaluu extremely rocky peat, 6 to 20 percent slopes. <br /> 12. Land Study Bureau's Detailed Land Classification System: "C" or "Fair ". <br /> 13. Agricultural Lands of Importance to the State of Hawaii (ALISH) System: <br /> Unclassified. <br /> • 14. Flood Insurance Rate Map (FIRM): The property is designated Zone X, areas <br /> determined to be outside the 500 -year flood plain. <br /> 15. Flora /Fauna Resources: No professional flora and /or fauna surveys were submitted <br /> with the report. According to the applicant, the property was previously cleared and used <br /> for cattle grazing. The property has been altered and is in agricultural and residential <br /> uses. <br /> 16. Archaeological, Historical and Cultural Resources: As previously stated, the site was <br /> previously cleared and used for cattle grazing. No professional archaeological survey <br /> was conducted. According to the applicant, there are no existing archaeological, cultural <br /> or historic sites on the property per the National Historic Register and /or the Hawaii <br /> Register. The Department of Land Natural Resources- Historic Preservation Division <br /> issued a "no- effect" letter dated April 15, 2008 stating that no historic properties will be <br /> affected by the change in zoning. <br /> 17.
