I COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION <br /> WHEREAS, the public schools have an important role in inculcating basic values and serve <br /> as places where the fundamental values necessary to the maintenance of a democratic political <br /> system and the shared values of a civilized social order (ethics) are conveyed; and <br /> 1 WHEREAS, the importance of this values and ethics inculcating function has increased <br /> dramatically in recent years because of the rapidly diminishing role of the home and church in <br /> 1 shaping the character and value judgements of young people, and <br /> WHEREAS, there is concern that the public schools are not adequately fulfilling this <br /> enhanced responsibility, that the schools neither reflect nor support the values and ethics held by ffi <br /> taxpayers, and that the schools are not exerting a sufficiently positive moral influence on young <br /> people, and <br /> WHEREAS, the failure of the public schools to carry out fully this values and ethics <br /> mission will result inevitably in a fundamentally insoluble values and ethics crisis at the very <br /> core of contemporary society when today's young people become adults, and cast society <br /> irremediably adrift, and <br /> 1 WHEREAS, it is the responsibility of the Board of Education to begin in a dialogue on <br /> values and ethics issues with schools communities in order to define and implement the values <br /> and ethics mculcating role of the public schools in contemporary society <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br /> HAWAII that it requests the Board of Education to establish a program to define and implement I <br /> the values and ethics inculcating role of the public schools in contemporary society I <br /> BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of <br /> this Resolution to Mitsugi Nakashima, the Chairperson of the Board of Education, Herman <br /> Aizawa, the Superintendent of the Board of Education, Robert Fox, Hawaii Board Member, and <br /> Patricia Bergin, Hawaii District Superintendent <br /> Dated Hilo, Hawaii, this day of , 1996 <br /> INTRODUCED BY <br /> COUNCIL MEMBER, COUNTY OF HAWAII <br /> ROLL CALL VOTE <br /> COUNTY COUNCIL <br /> County of Hawaii AYES NOES ABS EX I <br /> Hilo, Hawaii <br /> Arakaki <br /> Bonk- Abramson <br /> I hereby certify that the foregoing RESOLUTION was by the Childs <br /> De <br /> vote indicated to the right hereof adopted by the COUNCIL of Luna <br /> nun <br /> the County of Hawau on Do go <br /> Osono <br /> Rath <br /> ATTEST: Ray <br /> Smith <br /> Reference C- 117 /HS&PWC 1 <br /> COUNTY CLERK CHAIRMAN & PRESIDING OFFICER RESOLUTION NO. 323 96 <br /> - - ---- I <br />
