Purpose. The purpose of this ordinance is to <br /> enable the Hilo Main Street - Downtown Improvement Association to <br /> sell advertising space on the parking meters located in the Downtown <br /> Hilo area and use the funds collected to support their organization. <br /> SECTION 2. Chapter 3, Article 1, Section 3 -29 of the Hawaii <br /> County Code 1983 is hereby amended by adding a new subsection to <br /> read as follows: <br /> (6) Parkins Meter sign. One narking meter sign. per parkins <br /> peter. unlighted. not exceeding one square foot in area. <br /> relating to business conducted in the Downtown Hilo area. <br /> Dtatina the name and the nature of the business. <br /> SECTION 3. In the event that any portion of the ordinance is <br /> declared invalid, such invalidity shall not affect the other parts <br /> of this ordinance. <br /> SECTION 4.
