The parcel was fonnerly used as a single - family residence, but the <br />dwelling has since been demolished. The land uses in the area are a mix of residential <br />and commercial uses. The Atebara Potato Chip Factory is located adjacent to the <br />property to the north. Immediately adjacent properties to the east and south are zoned <br />RS -10. However, there are several parcels zoned Neighborhood Commercial to the north <br />of the property on both sides of Manono Street, including churches, commercial uses and <br />offices. Rezonings in the area from RS -10 to Neighborhood Commercial include: <br />• TMK: 2 -2 -34: 85 and 93 (Ordinance No. 00 031) <br />• TMK: 2 -2 -34: 12 (Ordinance No. 06 107) <br />• TMK: 2 -2 -34: 13 (Ordinance No. 06 124) <br />• TMK: 2 -2 -34: 84 (Ordinance No. 08 006) <br />• TMK: 2 -2 -36: 25 and 26 (Ordinance No. 08 20) <br />TMK: 2 -2 -34: 88 (Ordinance No. 09 45). <br />All utilities and services are available to the site. The project will connect to <br />the existing County sewer system. Solid waste will be disposed of by commercial <br />handlers. Access to the project site is proposed from Manono Street, a secondary arterial <br />with a right -of -way of 50 feet with graveled shoulders. The City of Hilo Zone Map <br />designates Manono Street as a 60 -foot right-of-way. The Department of Public Works <br />(DPW) states that Manono Street is a secondary arterial with an existing right -of -way <br />width of 60 feet fronting the property. <br />The property has no severe geological or topographical problems which cannot be <br />rectified or which would render the land unusable. The project site is located within Zone <br />"X ", area determined to be outside the 500 -year floodplain. All development generated <br />storm run -off shall be disposed of on -site and not allowed onto adjacent properties or <br />roadways. <br />No professional surveys were conducted of the site due to the history of extensive <br />disturbance. By letter dated March 9, 2010, the Department of Land and Natural <br />Resources Historic Preservation Division (DLNR -HPD) has determined that no historic <br />properties will be affected by this project because development /urbanization and previous <br />grubbing/grading has altered the land. The inspection of the property by SHPD <br />confirmed that no historic properties were present. No professional flora or fauna surveys <br />were conducted of the site. The applicants do not believe that rare or endangered floral or <br />faunal resources are on the site as the property has been improved and is located within an <br />urban environment close to existing commercial uses. <br />
