County Agencies including Downtown Hilo projects in the Capital Improvement <br /> Program budgetary process. In this way, EDH 2025: 5 -Year Action Plan Update will <br /> become a sustained vehicle for the development of Downtown Hilo and when funds <br /> become available, projects can move forward. <br /> CONSISTENCY WITH STATE AND COUNTY PLANS <br /> 19. Hawaii 2050 Sustainability Plan (Hawai`i 2050 Plan): The Hawai`i 2050 Plan <br /> represented the first state -wide community -based plan in over 30 years. Their "triple - <br /> bottom line" approach to sustainability, which encompasses economic, environmental, <br /> and community /social considerations formed the foundation of the Hawaii 2050 Plan <br /> and their five (5) overarching goals: A Way of Life, The Economy, Environment and <br /> Natural Resources, Community and Social Well- being, and Kanaka Maoli Values. <br /> Downtown Hilo is consistent with the Hawai`i 2050 Plan as evident in the 6 Focus Areas <br /> that comprise the EDH 2025: 5 -Year Action Plan Update. The recently released update <br /> of the Hawai`i 2050 Sustainability Plan also recognizes the need for sustained <br /> collaboration between public and private sectors for the long -term goals of the Plan to be <br /> realized. <br /> 20. General Plan Consistency: The current General Plan for the County of Hawaii, adopted <br /> by the County Council in February 2005 (and as amended) sets forth broad goals, <br /> objectives and policies for the County. Chapter 1 of the General Plan recognizes the need <br /> for Area Improvement Plans to assist in the development of Operating Budgets, Capital <br /> Improvement Programs, and Land Use Development Codes. In essence, Downtown Hilo <br /> can be recognized as an Area Improvement Plan. <br /> EDH 2025: 5 -Year Action Plan Update comports with various sections of the General <br /> Plan (2005, as amended), however, this effort meets with Section 2: Economic, 2.4.2.2 <br /> Courses of Action, (b) Continue to implement a program to revitalize historic downtown <br /> Hilo. <br /> 21. Past Planning Efforts: Prior to the EDH 2025 Plan adopted in November 2005 the <br /> following plans were prepared relating to Downtown Hilo: <br /> -8- <br />
