a. In 1960, the Hawai'i County Council created the "Hawai'i Redevelopment <br /> Agency" to devise an Urban Renewal Plan for the Kaiko'o Project which the <br /> agency published in June, 1965. The Kaiko'o Project pertains to an area located <br /> northeast of Downtown Hilo that was devastated by the effects of the tsunami. <br /> The plan includes specific guidelines for land uses and future development, with <br /> the aim minimizing loss of life from future tsunamis. Due to low elevation and <br /> nearness to the ocean, the inundated areas were designated "Open Areas" and the <br /> subsequent green fields are now a popular community recreation place. <br /> b. In 1961, A Plan for the Metropolitan Area of Hilo was completed as a regional <br /> component of the overall General Plan studies. <br /> c. In August 1974 the Planning Department published the Hilo Community <br /> Development Plan ( "The Hilo Plan "). The Hilo Plan outlined specific <br /> recommendations that would guide the Planning Department and Planning <br /> Commission over the next ten years in actions relevant to the district of South <br /> • Hilo. Concurrent with The, Hilo Plan, the Hawai'i County Council adopted the <br /> Hilo Downtown Redevelopment Plan by Ordinance 53 in August, 1974. This plan <br /> established guidelines for the County to apply in its revitalization effort of the <br /> Downtown area. <br /> d. In June, 1985, the Council passed Resolution 59 -85 adopting the Downtown Hilo <br /> Redevelopment Plan. As part of this plan, the Agency set forth Rule 6: Downtown <br /> Hilo Urban Design Rules which includes design rules for preserving Downtown <br /> Hilo's historic character. In addition, Rule 6 aims to restore important buildings <br /> and sites and provide for pedestrian- oriented pathways, landscaping and <br /> architectural management, and other related public improvements. An <br /> Amendment to the County Charter in 2000 abolished the Hawai`i Redevelopment <br /> Agency and transferred functions to the Planning Department, including Rule 6. <br /> The EDH 2025 Plan and the 5 -Year Update supplements these earlier plans <br /> prepared for Downtown Hilo by providing a community involvement nexus and <br /> guidance for implementation. <br /> -9- <br />
