Resolution Adopting "EnVision Downtown Hilo 2025: A Community -Based <br /> Vision and Living Action Plan — 5 -year Action Plan Update" as a Guide for the <br /> Future of Downtown Hilo. <br /> BACKGROUND <br /> EnVision Downtown Hilo 2025: EnVision Downtown Hilo 2025: A Community -Based <br /> Vision and Living Action Plan (EDH 2025 Plan) was originally adopted by the Hawaii <br /> County Council Resolution 192 -05 (Draft 2) in November 2005 as a model community <br /> visioning and planning process for the County of Hawai`i and to guide the County in its <br /> consideration of future development in Downtown Hilo. Since then, the EDH 2025 Plan <br /> has served as a guiding document for long range planning and implementation for <br /> Downtown Hilo. In essence, it has served as an Area Improvement Plan for Downtown <br /> Hilo. <br /> 2. As an exceptionally grass -roots community -based plan, the EDH 2025 Plan began in <br /> March 2004 and developed out of an extensive 15 -month process which included <br /> multiple workshops, training sessions, a community road show, and focus group <br /> discussions led by the Friends of Downtown Hilo Steering Committee (FDHSC). A total ' <br /> of 571 individuals participated in the workshops and training sessions and 725 <br /> questionnaires were completed during the road show. This was an unprecedented effort <br /> led by the FDHSC and the County of Hawaii Planning Department. <br /> 3. Subject Area: The Downtown Hilo area is designated by the boundaries of the <br /> Downtown Hilo Commercial (CDH) district which is bound by the westem development <br /> - 1 - ATTACH: Camas 840 <br /> Res. 352 -10 <br />
