the following criteria: 1) underwent review and were approved by a stakeholder group <br /> (usually Lead Solution Partners) for a Focus Area, and 2) had Lead Solution Partners or <br /> Potential Partners identified for implementation. <br /> 10. Increase in LSPs: One important measure of the Plan's progress is the significant <br /> increase in the number of new organizations and agencies that were willing to sign on as <br /> committed Lead Solution Partners. The original EDH 2025 Plan adopted in 2005 had 18 <br /> committed Lead Solution Partners; the EDH 2025: 5 -Year Action Plan Update has 41 <br /> committed Lead Solution Partners. This measure alone reflects the significant amount of <br /> outreach, education, capacity - building, and partnership - building that the VisionKeepers <br /> and the Planning Department have conducted since 2005 — and the community's <br /> understanding of and willingness to help implement the community -based plan. <br /> 11. Sustainability Measures: A new column for Sustainability Measures was added to the <br /> Action Plan Matrix to provide tools for shaping sustainably- oriented implementation and <br /> to measure successful achievement of actions from a more holistic level. Each action is <br /> assessed by the criteria for each measure with the corresponding icon/s added as <br /> appropriate. This column will aid users in identifying actions as they relate to basic <br /> sustainability principles, thus tying in to common `best practices' that may help with <br /> future funding and resources. The inclusion of Sustainability Measures ensures that the <br /> EDH 2025: 5 -Year Action Plan Update is progressive with recognized planning <br /> strategies and industry `best practices.' A variety of respected resources were consulted <br /> in order to custom -fit 10 measures that encompass the diverse elements of sustainability <br /> with the unique needs of Downtown Hilo. The Sustainability Measures, along with their <br /> key words, are: <br /> • Community Resiliency. This measure highlights actions that strive to build our <br /> social, economic, and environmental well -being as a community. <br /> • Civic Gathering. This measure highlights the importance of creating opportunities <br /> to bring people together to strengthen our community. <br /> • Earth - Friendly. This measure focuses on projects that are environmentally sensitive. <br /> -4- <br />
