• Equitable Access. This measure will acknowledge actions that ensure that <br /> Downtown Hilo is a fair space that is considerate and appreciative of the diversity of <br /> the human experience. <br /> • Healthy Living & Walkability. This measure recognizes that an active and <br /> economically healthy downtown is directly related to residents with healthy and <br /> active lifestyles. <br /> • Mixed -Use Development. This measure highlights actions which promote, develop, <br /> or enhance a variety of land uses within the downtown area. <br /> • Multi -modal Transportation. This measure highlights actions that promote a <br /> variety of transportation options. <br /> • `Ohana Tradition. This measure recognizes that Hawaiian culture is centered on . <br /> the 'ohana (family), and focuses on the downtown area being a safe and healthy <br /> place for the entire family - from the kupuna to the keiki. <br /> • Parks & Natural Spaces. This measure recognizes actions that preserve and <br /> promote the development, expansion, and maintenance of open green spaces. <br /> • Rhythm of Hilo. This measure highlights the philosophy that Downtown Hilo is a <br /> destination and that people are drawn to our special town. <br /> COMMUNITY INVOLVEMENT IN 5 -YEAR UPDATE <br /> 12. Stakeholder participation: Implementation represents a new phase in community <br /> planning. Most plans sit on the shelf due to the lack of a strategic plan for <br /> implementation — primarily, because it is a very complex and unpredictable process <br /> (subject to change given availability of resources and other variables). The role of <br /> implementation partners (called "Lead Solution Partners" in the EDH 2025 Plan) <br /> becomes paramount. One of the main challenges was to know how and when to involve <br /> key implementers and the wider community. Generally, Lead Solution Partners were <br /> involved in small working -group meetings and the wider community participated in key <br /> events with a broader scope, such as the two EDH 2025 Town Meetings. Both groups <br /> were involved in the Sustainable Design Assessment Team (SDAT) Program for <br /> Downtown Hilo. <br /> -5- <br />
