DUTIES OF THE POSITION <br /> ECONOMIC DEVELOPMENT SPECIALIST <br /> [ENERGY COORDINATOR] <br /> Functioning under the general supervision of the department director, the position has <br /> responsibility for identifying, researching, analyzing, promoting and implementing projects, plans <br /> and other initiatives related to the economic development of Hawai'i County. Activities include: <br /> formulation of development strategies; identification of sources of expertise and funds required; <br /> recommendations for courses of actions to maximize sustainable development opportunities. <br /> 1. Keeps abreast of local, state and national developments in the area . of renewable <br /> energy and energy efficiency. Identifies applications of technologies and regulations <br /> suitable for the County and implements them where feasible. Works with other state <br /> agencies and private industry on state -wide energy - related projects. (1) (2) (3) 30% <br /> 2. Represents the County at various activities, community organization meetings and <br /> other meetings related to energy and economic development, including the integrated <br /> resource planning programs of the electric and gas utilities. Maintains liaison between <br /> the public/organizations and the department/Mayor. (1) (2) (3) 15% <br /> 3. Keeps abreast of the fuel and energy supply situation of Hawai'i Island. Coordinates <br /> with local and state agencies in developing and maintaining energy emergency <br /> preparedness plans and assists in implementing such plans whenever required due to <br /> • the impacts of natural or man -made disasters. Participates in County and State legislative initiatives in the energy sector by drafting <br /> and reviewing bills and resolutions, submitting written testimony on behalf of the County <br /> and attending hearings as a resource person. Conducts seminars, workshops and informational meetings to explain and promote <br /> resources, products, strategies or programs aimed at improving energy efficiency and <br /> use of renewable resources. (1) (2) (3) 10% <br /> 6. Administers County - funded contracts conducted by non - profit organizations for studies, <br /> research, development and implementation of energy efficiency and renewable energy <br /> projects on Hawai'i Island. (2) (3) 5% <br /> 7. Carries out administrative activities related to maintenance of the position and its <br /> funding by the State. (2) 10% <br /> 8. Performs other related duties as required.
