DUTIES OF THE POSITION ECONOMIC DEVELOPMENT SPECIALIST [ENERGY COORDINATOR] Functioning under the general supervision of the department director, the position has responsibility for identifying, researching, analyzing, promoting and implementing projects, plans and other initiatives related to the economic development of Hawai'i County. Activities include: formulation of development strategies; identification of sources of expertise and funds required; recommendations for courses of actions to maximize sustainable development opportunities. 1. Keeps abreast of local, state and national developments in the area . of renewable energy and energy efficiency. Identifies applications of technologies and regulations suitable for the County and implements them where feasible. Works with other state agencies and private industry on state -wide energy - related projects. (1) (2) (3) 30% 2. Represents the County at various activities, community organization meetings and other meetings related to energy and economic development, including the integrated resource planning programs of the electric and gas utilities. Maintains liaison between the public/organizations and the department/Mayor. (1) (2) (3) 15% 3. Keeps abreast of the fuel and energy supply situation of Hawai'i Island. Coordinates with local and state agencies in developing and maintaining energy emergency preparedness plans and assists in implementing such plans whenever required due to • the impacts of natural or man -made disasters. Participates in County and State legislative initiatives in the energy sector by drafting and reviewing bills and resolutions, submitting written testimony on behalf of the County and attending hearings as a resource person. Conducts seminars, workshops and informational meetings to explain and promote resources, products, strategies or programs aimed at improving energy efficiency and use of renewable resources. Administers County - funded contracts conducted by non - profit organizations for studies, research, development and implementation of energy efficiency and renewable energy projects on Hawai'i Island. (2) (3) 5% 7. Carries out administrative activities related to maintenance of the position and its funding by the State. (2) 10% 8. Performs other related duties as required.
