County Council <br /> Transmittal of Kilohana Sewer Improvement District — Implementation Study, Kilohana Sewer Improvements <br /> Financing Analysis Report, and Finance Department Memorandum <br /> Page 3 of 6 <br /> Findings <br /> The findings of the Implementation Study are summarized below (following the requirements in <br /> Hawai'i County Code Section 12- 10(a)) to describe the manner and cost to sewer the study area. <br /> • Preliminary data concerning the special improvements proposed to be constructed: <br /> The amount of wastewater flows was based on the per capita wastewater established in the <br /> City and County of Honolulu Design Standards of the Department of Wastewater <br /> Management (herein referred to as the "design standards ") since the County of Hawai`1 <br /> currently references these standards for design works. The flow rate from homes is the <br /> product of the number of homes, average daily per capita flow of 80 gallons per day and the <br /> population density of 4 persons per single family home. The flow rate from schools is the <br /> product of the number of persons and the average daily per capita flow of 25 gallons per day. <br /> Table 1 summarizes the estimated future Design Average Flow and Design Peak Flows for <br /> the various locations in the study area. <br /> • The general character and extent of any improvement to be proposed: <br /> The Implementation Study examined three alternatives to replace the large capacity <br /> cesspools and other existing (single - family) cesspools located in the study area: <br /> o Alternative 1 — Connection to the County sewer system through provision of a central <br /> wastewater collection system that will connect to the existing County sewer along <br /> Ali'i Drive; <br /> o Alternative 2 — Installation of an individual wastewater system (i.e. septic tank with <br /> Leach field) on each lot; and <br /> o Alternative 3 — Installation of a septic tank or other treatment system upstream of the <br /> cesspool and conversion of the large capacity cesspool into a seepage pit. <br /> The Implementation Study noted that in consideration to the sizes of existing home lots, and <br /> since homes have already been built on almost all lots within the study area, alternatives 2 <br /> and 3 are not practical. The Implementation Study noted that open land area on each of the <br /> lots may not be adequate for installation of new /additional equipment and that each property <br /> owner with individual wastewater systems will be required to provide long -term maintenance <br /> of these systems and will be subject to regulatory monitoring, testing and reporting to the <br /> State of Hawaii Department of Health (DOH). <br /> The central wastewater collection system is a network of pipes that conveys wastewater from <br /> its point of origin to a central treatment and disposal location. The Implementation Study <br /> describes a system that collects flows from all homes and conveys it downhill to the <br /> intersection of Ali'i Drive and Royal Poinciana Drive where it will connect to the existing <br /> County sewer system. The existing County sewer system conveys flows from this area to the <br /> County's Kealakehe Wastewater Treatment Plant for final treatment and disposal. <br /> Due to the prevailing terrain, the centralized wastewater collection system is anticipated to <br /> include one or all of the following system components: <br /> County of Hawaii is an Equal Opportunity Provider and Employer. <br />
