County Council
Transmittal of Kilohana Sewer Improvement District — Implementation Study, Kilohana Sewer Improvements
Financing Analysis Report, and Finance Department Memorandum
Page 4 of 6
o Gravity sewers;
o Pump stations and force mains; and
o Low pressure sewers.
Provision of a centralized wastewater collection system will require the construction of a new
underground wastewater collection system typically in or through existing roads or
easements. To overcome areas of flat or hilly terrain, pressurized lines (including pump
station and force mains and/or installation of low pressure sewers) may need to be included
in the centralized wastewater collection system.
Table 2 summarizes information from the Implementation Study on the main advantages and
disadvantages of connecting to an existing regional wastewater system.
• Whether any new land will be necessary to be acquired and the estimated cost thereof and
the proportion of the cost which should be borne by the County:
Except as noted below, the proposed Kilohana Subdivision sewer works will be constructed
within existing County right -of -way and within sewer easements that reside on private
properties where necessary. Except as noted below, maintenance of improvements or
existing sewer works located on private property will be the responsibility of the respective
property owners and/or homeowners association(s) and is not included as part of the County
sewer system.
An easement along State -owned street section within the Ali'i Kai Subdivision to Ali'i Drive
for a portion of the main wastewater collection line would be necessary but at no anticipated
acquisition cost. All other lands for the Kilohana Subdivision main collection system are
planned to be routed within existing County right -of -way.
The existing Kilohana Subdivision main collection system would be subject to inspection
prior to acceptance by the County. Existing sewer easements, where applicable, would be
conveyed to the County for maintenance access purposes.
• The materials recommended to meet the conditions of the improvement:
In accordance with the design standards, the recommended construction materials will
include PVC pipe for gravity sewers and force mains. Material requirements are typically
specified in details during the design stage.
• The boundaries of the proposed improvement district and any sub - districts or zones therein
as to which different portions of the cost of improvements should be charged:
The improvement district boundary shown on Exhibit 3.2 was based on the study area
established by the County with the intent of addressing Resolution No. 158 -04 ( "certain real
property located at Holualoa, District of North Kona ").
• The estimated cost of the improvement, the portions of the cost to be borne by the County and
the portions of the cost to be assessed against the assessment units specially benefited with
the maximum unit of assessment to be made against each assessment unit to be assessed:
County of nawai'i is an Equal Opportunity Provider and Employer.
