County Council <br /> Transmittal of Kilohana Sewer Improvement District — Implementation Study, Kilohana Sewer Improvements <br /> Financing Analysis Report, and Finance Department Memorandum <br /> Page 4 of 6 <br /> o Gravity sewers; <br /> o Pump stations and force mains; and <br /> o Low pressure sewers. <br /> Provision of a centralized wastewater collection system will require the construction of a new <br /> underground wastewater collection system typically in or through existing roads or <br /> easements. To overcome areas of flat or hilly terrain, pressurized lines (including pump <br /> station and force mains and/or installation of low pressure sewers) may need to be included <br /> in the centralized wastewater collection system. <br /> Table 2 summarizes information from the Implementation Study on the main advantages and <br /> disadvantages of connecting to an existing regional wastewater system. <br /> • Whether any new land will be necessary to be acquired and the estimated cost thereof and <br /> the proportion of the cost which should be borne by the County: <br /> Except as noted below, the proposed Kilohana Subdivision sewer works will be constructed <br /> within existing County right -of -way and within sewer easements that reside on private <br /> properties where necessary. Except as noted below, maintenance of improvements or <br /> existing sewer works located on private property will be the responsibility of the respective <br /> property owners and/or homeowners association(s) and is not included as part of the County <br /> sewer system. <br /> An easement along State -owned street section within the Ali'i Kai Subdivision to Ali'i Drive <br /> for a portion of the main wastewater collection line would be necessary but at no anticipated <br /> acquisition cost. All other lands for the Kilohana Subdivision main collection system are <br /> planned to be routed within existing County right -of -way. <br /> The existing Kilohana Subdivision main collection system would be subject to inspection <br /> prior to acceptance by the County. Existing sewer easements, where applicable, would be <br /> conveyed to the County for maintenance access purposes. <br /> • The materials recommended to meet the conditions of the improvement: <br /> In accordance with the design standards, the recommended construction materials will <br /> include PVC pipe for gravity sewers and force mains. Material requirements are typically <br /> specified in details during the design stage. <br /> • The boundaries of the proposed improvement district and any sub - districts or zones therein <br /> as to which different portions of the cost of improvements should be charged: <br /> The improvement district boundary shown on Exhibit 3.2 was based on the study area <br /> established by the County with the intent of addressing Resolution No. 158 -04 ( "certain real <br /> property located at Holualoa, District of North Kona "). <br /> • The estimated cost of the improvement, the portions of the cost to be borne by the County and <br /> the portions of the cost to be assessed against the assessment units specially benefited with <br /> the maximum unit of assessment to be made against each assessment unit to be assessed: <br /> County of nawai'i is an Equal Opportunity Provider and Employer. <br />
