WHEREAS, the Kilohana Homeowners Association has requested the <br /> assistance of the County in its efforts to comply with the EPA regulation and connect to <br /> the County sewer system; and <br /> WHEREAS, the Council of the County of Hawai'i acknowledges the need to <br /> implement improvements consisting of an extension to the municipal sewer system on <br /> certain real property located at Holualoa, District of North Kona, County and State of <br /> Hawai'i; and <br /> WHEREAS, extension of said improvements will include, but not be limited to, <br /> necessary gravity sewers, manholes, and sewer laterals with cleanouts to be installed to <br /> each property serviced by the proposed improvements; and <br /> WHEREAS, the Council finds that a number of options may be chosen for the <br /> allocation of costs of sewer system improvements, including, but not limited to: <br /> distribution of sewer improvement district costs by parcel, allocation by zoning or <br /> permissible number of units assigned to each parcel, potential usage, required sewer <br /> capacity, square footage of buildings, benefits conferred upon the land, or a <br /> combination thereof; and <br /> WHEREAS, the allocation of costs associated with said improvements and the <br /> preferred financing thereof may best be determined after the scope and timetable(s) of <br /> intended development, including incremental development, of all affected landowners <br /> are surveyed, and all landowners are consulted within a regional planning process. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII that: <br /> (1) in consultation with the landowners referenced above, the Director of the <br /> Environmental Management is directed to prepare for submission to the <br /> Council a specific and detailed implementation plan for an improvement <br /> district to include the necessity, feasibility, proposed boundaries, proposed <br /> real properties subject to assessment, estimated total cost, and method of <br /> financing desirable for the aforementioned sewer system; and <br /> (2) include in the specific and detailed implementation plan all such data, survey, <br /> maps, plans, drawings, details and specifications for the improvements and <br /> any other matters or details intended to apply thereto in accordance with the <br /> provisions of Section 12 -10, Hawaii County Code, as amended; and <br /> (3) advise the Council as to the preferred method of financing said <br /> improvements, whether by Council- initiated improvement district, owner - <br /> initiated improvement district, tax increment district, or private financing. <br />
