Below please find- a'brief, <br />overview of the grant that funds the initiative as well as information about "Evidence -Based Programs." r D <br />Regular updates about the initiative will be sent to your office and will include details about the upcomingo <br />Request for Proposals, community training events, and other information. <br />Mahalo, <br />Introduction to the County of Hawai'i's Underage Drinking Prevention Initiative <br />A. Overview <br />The County of Hawai'i (COH) is implementing an Underage Drinking Prevention Initiative through <br />participating in the Hawaii Strategic Prevention Framework- State Incentive Grant (SPF -SIG) with funds <br />awarded by the State of Hawai'i Department of Health's Alcohol & Drug Abuse Division (ADAD). The <br />program is funded through a cooperative agreement between ADAD and the Center for Substance Abuse <br />Prevention (CSAP) of the US Substance Abuse and Mental Health Administration (SAMHSA). <br />As part of the program, COH is required to operate the initiative according to the 5 -Step SPF -SIG <br />Process: (1) Assessment, (2) Capacity Building, (3) Planning, (4) Implementation, and (5) Evaluation. <br />There are two phases to SPF -SIG. The SPF -SIG Phase I grant ($315,000), which covers the <br />Assessment, Capacity Building, and Planning steps, was awarded by ADAD to COH in July 2009. Work <br />performed in the Phase I grant showed that COH's contribution to the statewide burden created by <br />underage drinking is clearly significant and amongst the highest of all four counties in the State of <br />Hawaii. In particular, the Assessment step clearly showed the following about the magnitude of <br />underage drinking in the County of Hawaii: <br />• Underage drinking is widespread <br />• Underage drinkers start young <br />• Alcohol is readily available to underage youth <br />• Family attitudes and behavior are not always helpful <br />• Social norms are conducive to underage drinking <br />• Perceived risk is low <br />• Communication between parents and children appears weak <br />• Teens perceive limited alternatives to drinking <br />Clearly, changes to community, family, and peer social norms are required in order to reduce underage <br />alcohol consumption and its effects, which include dependence on alcohol, unlawful and antisocial <br />behavior, driving under the influence of alcohol, and required alcohol treatment. <br />The SPF -SIG Phase II grant ($2.1 million) was awarded by ADAD to COH in May 2010. SPF -SIG Phase <br />II covers the Implementation and Evaluation steps of the 5 -Step SPF -SIG Process and is the culmination <br />of the work performed in the Phase I grant. SPF -SIG Phase II involves the implementation of underage <br />drinking prevention programs. (A prevention program is an organized effort to implement one or more R3. <br />COMM No. "( <br />Ref.
