A condition of approval will require the applicant secure Final Subdivision <br /> Approval from the Planning Director within 5 years from the ordinance effective date and <br /> provide the applicant with the options described above for creating the subdivision while <br /> maintaining access and minimum lot size meeting with Code requirements. <br /> According to the Department of Water Supply, County water can be made <br /> available to the property via an existing 8 -inch waterline within Mamalahoa Highway <br /> fronting the subject property or via an existing 6 -inch waterline within "Access and <br /> Utility Easement A ". The applicant will be required to install a service lateral and water <br /> meter, as required by the Department of Water Supply, to provide water to any future lot <br /> created by subdivision. As there is no municipal sewer system in the area, wastewater <br /> will be disposed of into individual wastewater systems meeting the standards and <br /> requirements of the State Department of Health. Solid waste will be disposed of by <br /> commercial haulers or individual homeowners into an approved landfill. Additionally, <br /> the Department of Environmental Management recommends the applicant provide a Solid <br /> Waste Management Plan to address solid waste for future grubbing and construction <br /> activities. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X ", which is an area determined by FEMA to be outside the 500 -year floodplain. If <br /> required by the Department of Public Works, the applicant will provide a drainage study <br /> and ensure that all development generated storm run -off be disposed of on -site and not <br /> allowed onto adjacent properties or roadways. <br /> Electrical, telephone and cable services are available to the property. Police <br /> services are located about 4 miles away in Kealakehe and fire services are located less <br /> than three miles away in Kailua -Kona. The closest public school is located in Kealakehe <br /> and County parks are available in Kailua -Kona, Keauhou and Kealakehe. To limit the <br /> cumulative impact of the proposed subdivision on area infrastructure, a condition of <br /> approval will prohibit a second dwelling and condominium property regime on each lot. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management Area. The subject property is located over three <br /> miles from the shoreline and is not in the Special Management Area. Thus, the property <br /> will not be affected by coastal hazards and beach erosion. There are no identified <br /> recreational resources, public access to the shoreline or mountain areas, scenic and open <br /> space preserves, coastal ecosystems, marine resources or other natural and environmental <br /> resources on the subject property. <br />
