Finally, it had gone to the Governor for approval and signature. The effective <br /> date of the 2006 UPC was April 16, 2009. The four counties have eighteen months from the <br /> effective date to amend the State Building Code as it applies within its respective jurisdictions. <br /> Otherwise, the counties shall use the state model code and standards listed in Section 107E, <br /> Hawaii Revised Statues, as the referenced model code. <br /> The 2006 UPC with amendments are submitted as it relates to the State Building Code, <br /> with the exception of the administrative portion of the code which varies by each county. The <br /> Plumbing Code in Chapter 17 is amended with the following: <br /> 1. The definition "Administrative authority" is amended to read "Authority having <br /> jurisdiction" (AHJ). <br /> 2. Gray Water System is amended by the Department of Health. Enforcement will be by the <br /> Department of Health. <br /> 3.
