On May 21, 2007, the Twenty -Fourth Legislature of the State of Hawai`i, with approval from the Governor, under Act 82 required the adoption of a uniform set of statewide building codes applicable to one and two family dwellings, all other residential uses, commercial and industrial buildings, and state buildings that would make it possible for building owners, designers, contractors and code enforcers within the State to apply consistent standards. This Act took effect on July 1, 2007. The Act required the Department of Accounting and General Services to establish and implement a State Building Code which is established by the State Building Code Council. The Council is made up of nine voting members: one county building official from each of the four counties; one state fire council; one from the Department of Health; one from the Department of Labor and Industrial Relations; one from the Structural Engineers Association of Hawai`i; and one from the American Institute of Architects. The Act requires the Council to review and adopt, as appropriate, the new model building codes. Since the start of the State Building Code Council, we have reviewed and proposed the adoption of the 2006 International Building Code (IBC) with amendments. Under the jurisdiction of the State Building Code Council, the review process and adoption of the code has gone through extensive advertised meetings with the general public and various design professionals and organizations. Once approved by the Council, it had gone to regulatory approvals and publicized public hearings. Finally, it had gone to the Governor for approval and Bilk D 7C4 coma, No. 314 } Ref.
