The effective date of the 2006 IBC was April 16, 2009. The four counties have <br /> eighteen months from the effective date to amend the State Building Code as it applies within <br /> their respective jurisdictions. Otherwise, the counties shall use the state model code and <br /> standards listed in Section 107E, Hawai`i Revised Statutes, as the referenced model code. <br /> The 2006 IBC with amendments submitted for approval has five Articles: <br /> • Article 1 — contains the general provisions, title, purposes and scoping. <br /> • Article 2 — administration and enforcement, administrative authority, <br /> compliance with codes and other laws, adoption of rules and right of entry, <br /> permits and permit fees, construction document requirements, required plans <br /> and specifications, inspections, violations, enforcement and penalties. <br /> • Article 3 — installation requirements, 2006 IBC is incorporated by reference. <br /> The 2006 IBC with amendments is submitted as it relates to the State Building <br /> Code, with the exception of the administrative portion (Articles 1 & 2) of the <br /> code which varies by each county. Since the 2006 International Residential <br /> Code has not been adopted by the State of Hawai`i, provisions for one and <br /> two family dwellings as it relates to the building code are made part of the <br /> amendments to the 2006 IBC. <br /> • Article 4 — adopting amendments and addition of appendices that apply: <br /> o Appendix C — Group U Agricultural Buildings <br /> o Appendix I — Patio Covers <br /> o Appendix L — Factory -Built Housing <br /> o Appendix M — Thatch Material on Exterior of Buildings; Protection <br /> Against Exposure Fires <br /> o Appendix U — Hawai`i Hurricane Sheltering Provisions for New <br /> Construction (this includes Hawai`i Residential Safe Room) <br /> o Appendix W — Hawai`i Wind Design Provisions for New Construction <br /> o Appendix X — Indigenous Hawaiian Architecture Structures <br /> • Article 5 — Adoption of the 2006 International Energy Conservation Code as <br /> amended by Hawaii County. <br /> S Icerely, <br /> V Lou <br /> V • en .
