The applicant <br /> is proposing to construct a private well system for potable, fire protection, and irrigation <br /> purposes to provide water for the additional five (5) lots. Solid waste will be handled by <br /> the individual lot owners hauling to the authorized landfill sites or transfer stations. <br /> Electricity and telephone are available to the site. The applicant is also proposing <br /> to use solar photovoltaic systems to supplement its power needs. Police and fire facilities <br /> are located in Honokaa, which is approximately 3 miles from the subject property. <br /> Discussion Regarding the Proposal of a Private Water System Instead a <br /> Public Water System for this Change of Zone Request. Section 25- 2 -46(m) <br /> (Concurrency) of the Zoning Code states "A change of zone application shall not be <br /> granted unless: (1) the department of water supply has determined that it can meet the <br /> water requirements of the project and issue water commitments using its existing system; <br /> or (2) specific improvements to the existing public water system, or a private water <br /> system equivalent to the requirements of the department of water supply will be provided <br /> to meet the water needs of the project and conditions of zoning delay occupancy until the <br /> necessary improvements are actually constructed." The applicant's proposed private <br /> water system will not meet the requirements of the Department of Water Supply for a <br /> private water system. <br /> The property is currently eligible for one (1) County water meter. Additional <br /> meters can be obtained from the Department of Water Supply with extensive water <br /> system improvements, which may include source development and transmission facilities <br /> estimated to cost up to $1.2 million. There is also the option of creating a private water <br /> system designed and constructed in accordance with the Department of Water Supply's <br /> Water System Standards, which would include two (2) wells of equal capacity (3,000 gpd <br /> per well), transmission waterlines, and an off -site 100,000 - gallon concrete reservoir. The <br /> estimated cost for the private water system improvements may be up to $2.2 million. <br /> Instead of implementing one of the above options, which meets concurrency <br /> requirements, the applicant proposes to develop a private water system that does not meet <br /> the DWS Water System Standards. Their proposal consists of installing one (1) well that <br /> will provide 6,000 gpd, which is double the DWS requirement of 3,000 gallons per day <br /> (gpd), transmission waterlines, and a 15,000- gallon reservoir or storage tank for the well. <br /> The main difference of the applicant's private water system versus a private water <br /> system approved by the Department of Water Supply is that the applicant is proposing to <br /> have a 15,000- gallon reservoir or storage tank onsite, instead of the required 100,000 - <br /> gallon reservoir to be located offsite.
