Neighborhood Village Core Areas are defined as <br /> areas that "are intended for predominantly residential, public /civic uses, or small -scale <br /> neighborhood- oriented commercial uses." <br /> The property is a vacant, approximately 3.67 -acre rectangular shaped parcel <br /> located adjacent to the Kona Community Hospital to the south. The property slopes in a <br /> mauka/makai orientation, with an average grade of approximately 10%. The mauka <br /> elevation is approximately 1,700 feet, while the makai section is at the 1,600 -foot <br /> elevation. The land uses in the area are a mix of agricultural, residential and commercial <br /> uses. The Kona Community Hospital is located adjacent to the property to the north and <br /> zoned RS- 15 /A -5a. Properties mauka of the site are zoned A -5a. Commercial zoned <br /> properties are located approximately 500 feet from the site, fronting Highway 11. <br /> The proposed request from a Single Family Residential (RS -15) to <br /> Neighborhood Commercial (CN -20) zoned district will conform to the goals, policies <br /> and standards of the Economic and Land Use Elements of the General Plan. The <br /> applicant's objective recognizes the growing demand for medical needs for this area of <br /> North and South Kona. The applicant hopes that the development of the medical <br /> complex would greatly reduce the commuting time for doctors as well as for patients, and <br /> provide greater efficiency of services to those seeking medical assistance. The property is <br /> in an ideal location, adjacent to the Kona Community Hospital. The proposed medical <br /> complex would support the doctors who may otherwise have to drive back and forth from <br /> their offices to the hospital. Thus, the proximity of the subject property to the hospital <br /> will help to reduce traffic congestion on Highway 11. <br /> The proposed change of zone request would be consistent with the Land Use <br /> and the Commercial Elements of the General Plan. The Land Use Element provides <br /> the primary basis for direct control and guidance of publicly and privately owned <br /> resources. It is also intended to be used as a policy guide for the coordinated growth and <br /> development of all sectors of the County. It sets forth goals, policies, standards and <br /> courses of action to accommodate growth without congestion, to designate and preserve <br /> the lands needed for residential use, commercial and visitor services, industry, agriculture <br /> and open space, and to coordinate these uses with the County's service and circulation <br /> systems. The overall Land Use goals, policies and standards are set forth to physically <br /> plan the lands in the County in the best interest of the island's residents. <br /> The proposed development would be consistent with the Commercial element of <br /> the General Plan by maximizing convenience to users of the medical complex, and <br /> providing a commercial development that complements the overall pattern of <br />
