REPORT OF THE
COMMITTEE ON FINANCE
DATE: September 20, 2010 Re: Comm. No. 940 /Res. 391 -10
PLACE: Sheraton Keauhou Bay Resort and Spa
78 -128 `Ehukai Street
Kailua -Kona, Hawai`i
TIME: 9:07 a.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Finance, to which was referred Resolution No. 391 -10, reports as follows:
Resolution No. 391 -10, transmitted by Council Member Emily Naeole- Beason, via Communication No. 940,
dated September 8, 2010, authorizes the County of Hawai`i to enter into negotiations for a multi -year lease
agreement to lease 21.30 acres of land at Pohoiki,
TMK: (3)1 -4- 002:009, to create a public swimming area.
Council Member Naeole- Beason said that limited shoreline access has turned the Pohoiki boat ramp into the
primary swimming spot for the area, which has created a dangerous situation for all users. More public
swimming recreational areas are needed in the Puna region.
Pursuant to Section 10 -11, Hawai`i County Charter, any contract, lease or other obligation requiring payment
of funds from the appropriations of a later fiscal year must be approved by resolution.
County Property Manager Ken Van Bergen said this Resolution simply allows the County to start
negotiations with the property owner.
Director of Parks and Recreation Bob Fitzgerald said the acquisition would be a great asset for the County
and provide a much needed recreation area for the entire community.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 391 -10, and
recommends its adoption.
kk
AYES NOES A &E EX Respectfully submitted,
ENRIQUES X
FORD X COMMITTEE ON FINANCE
GREENWELL X
HOFFMANN X
IKEDA X •
NAEOLE - BEASON X
ONISHI x DENNIS "FRESH" ONISHI, CHAIR
YAGONG X FC REPORT NO. 180
YOSHIMOTO X ADOPTED: OCT 0 6 2010
