1•1 <br /> • • �IJig� <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> 7T H Gi • N �,i <br /> RESOLUTION NO. 391 10 <br /> A RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO <br /> NEGOTIATIONS FOR A MULTI -YEAR LEASE OF REAL PROPERTY FOR A <br /> PUBLIC SWIMMING AREA AT POHOIKI, IN THE DISTRICT OF PUNA, <br /> ISLAND, COUNTY AND STATE OF HAWAII, IDENTIFIED AS TAX MAP KEY: <br /> (3)1 -4- 002:009. <br /> WHEREAS, Hawai`i is famous for its beaches and swimming areas and yet two decades <br /> ago, Harry K. Brown Beach Park in Kalapana was covered by lava and as a result there are very <br /> few places to access the ocean on the east side of Hawai`i Island; and <br /> WHEREAS, the limited access to the shoreline has turned Pohoiki, the second busiest <br /> boat ramp in the State, into the primary spot for swimmers who are forced to compete with <br /> boaters and surfers in order to access the ocean; and <br /> WHEREAS, for health and safety reasons, we need to alleviate this stressful situation, as <br /> all these marine activities coming together is a formula for accidents and mishaps; and <br /> WHEREAS, the County of Hawai`i is interested in creating more public swimming <br /> recreational areas in the Puna region; and <br /> WHEREAS, the County of Hawai`i has identified a 21.30 acre parcel located at Pohoiki <br /> in Pahoa, Hawai`i that would be ideal for a public swimming hole; and <br /> WHEREAS, Ku'ulei Kealoha Cooper Springer, Trustee of the Kealoha Estate, owns <br /> the 21.30 acre parcel in Pohoiki in Pahoa, Hawai`i (TMK: (3)1 -4- 002:009), which contains <br /> ocean accessed swimming ponds on the property; and <br />
