REPORT OF THE <br /> COMMITTEE ON ENVIRONMENTAL MANAGEMENT <br /> DATE: October 5,2010 Re: Comm.No. 945 <br /> PLACE: Councilroom <br /> Hawai`i County Building <br /> 25 Aupuni Street <br /> Hilo,Hawai`i <br /> TIME: 12:50 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Environmental Management, to which was referred Communication No. 945, <br /> reports as follows: <br /> Communication No. 945, from Mayor Billy Kenoi, dated September 8, 2010, requests confirmation <br /> of the appointment of Frank J. DeMarco as County of Hawai`i Director of the Department of <br /> Environmental Management, effective September 7, 2010. Communication No. 945 notes that <br /> Mr. DeMarco has been employed in the Engineering Division of the County Department of Public <br /> Works since 2007. Prior to joining the County of Hawai`i, Mr. DeMarco was employed for 26 years <br /> as a Water Quality Resources Engineer by the State of California. <br /> Pursuant to Article VI, § 6-5.3,Hawai`i County Charter, the Director of Environmental Management <br /> shall be appointed by the Mayor, confirmed by the Council, may be removed by the Mayor, and shall <br /> have a minimum of five years' administrative experience in a related field. <br /> At the October 5, 2010 meeting of the Committee on Environmental Management,Frank J. DeMarco <br /> was present and expressed his commitment to addressing the Hilo Landfill and Waste to Energy <br /> issues in his new role as Director. <br /> Committee Chair Kelly Greenwell requested your Committee members to waive Mr. DeMarco's <br /> presence at the Council meeting. There was no objection. <br /> Your Committee on Environmental Management is in accord with Mayor Kenoi's nomination and <br /> recommends the confirmation of the appointment of Mr.Frank J.
