ZI .. <br /> STATE OF HAWAI I <br /> COUNTY OF HAWAII - •��� " =: -.�� �• � ` <br /> RESOLUTION NO. 401 10 <br /> RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A <br /> MEMORANDUM OF AGREEMENT WITH THE STATE OF HAWAII <br /> DEPARTMENT OF HEALTH, HAWAII DISTRICT HEALTH OFFICE FOR <br /> THE PURCHASE AND TRANSFER OF THREE VEHICLES. <br /> WHEREAS, in pursuit of a mission to provide disaster response, the State of Hawai`i <br /> Department of Health, Hawai`i District Health Office (hereinafter "HDHO ") has requested <br /> funding from the Department of Homeland Security for the purchase of three (3) Ford F -250 <br /> pickup trucks be used as disaster response vehicles by the HDHO for its use and its agents use <br /> before, during and in the aftermath of a disaster or other public health emergency; and <br /> WHEREAS, the HDHO has stated it will use the vehicles in support of HDHO's multiple <br /> responsibilities for public health emergency and disaster preparedness and response; and <br /> WHEREAS, specifically, these trucks will provide critically needed capacity for the <br /> transport of emergency response supplies and equipment, and access to areas accessible only <br /> with four -wheel drive vehicles; and <br /> WHEREAS, HDHO's emergency and disaster responsibilities include, but are not limited <br /> to, the oversight of public sanitation including sewage disposal, drinking water systems, food <br /> safety, vector control following a disaster or disease outbreak such as dengue or West Nile virus, <br /> operation of Alternate Care Site shelters for individuals with special medical needs during <br /> disasters, operation of low- acuity care facilities to manage hospital patient over -flow during a <br /> pandemic and operation of mass dispensing sites in case of a bioterrorist event in the state; and <br />
